Ghana Fund operates a robust four-level management and governance system designed to ensure strategic leadership, accountability, and effective national programme delivery:
CEO’s Office (Executive Management)
The CEO’s Office provides overall executive leadership and strategic direction for Ghana Fund. In addition to coordinating day-to-day operations and implementing policies approved by the Board of Trustees, the CEO has the primary responsibility of mobilising financial resources and building a robust sovereign wealth base for the country. The CEO represents the Fund at the highest governmental, institutional, and international levels and is ultimately responsible for all actions and conduct of Ghana Fund staff and contractors in the execution of its mandate.
Board of Trustees (Strategic Oversight and Policy Direction)
The Board of Trustees serves as the principal governing body of Ghana Fund. It sets the long-term vision, approves major policies, programmes, and budgets, and ensures that the Fund’s activities align with its statutory mandate and national development priorities. The Board holds executive management accountable for performance, integrity, and results.

Board of Auditors (Independent Assurance and Compliance)
The Board of Auditors provides independent oversight of Ghana Fund’s financial management, internal controls, and compliance systems. It conducts audits of accounts, programmes, and expenditures, ensuring transparency, financial discipline, and prudent use of public and invested resources, and reports its findings directly to the Board of Trustees.
Heads of Departments and Programmes (Operational Delivery)
Heads of Departments and Programmes are responsible for translating approved strategy into effective implementation. They manage sector-specific initiatives, oversee budgets and performance within their portfolios, and report operational progress to the CEO’s Office, ensuring timely, efficient, and accountable delivery of Ghana Fund’s national programmes.
